In his final years, after his stroke, Salazar was given the illusion that he was still in charge of the country, even though he had been ousted and replaced by someone else. He was signing 'official' documents and generally being given the illusion of power, when virtually everything he did was immediately thrown in the trash. In a carefully controlled environment such a prison, it would be easy to implement such a system. Hitler could, in theory, continue his legacy unabashed in his own mind, while his actual influence would be minimal.
