The real good way to do Beast I guess would be to make it the struggle between the Arisen and the Dragon from Dragon's Dogma.

Basically that whole game ruled and I don't really like World of Darkness (Exalted aside) games that much, but it'd be cool if Beasts actively creating heroes did so to test them, make them strong enough to actually save the world. Then at least there'd be a reason to call them Heroes.
