Prussia was comparatively nice to Jews (until they rather famously weren't). So Jewish refugees would come in from other areas and the native Jewish population wasn't pogromed out of existence.

I dunno. The most observant Jews spend most of their time trying to rules lawyer God. Why not just have fun dinners with friends and family, while also having a nice excuse to feel alienated and alone in society? Also, having a great excuse to be neurotic as gently caress.
