Maybe a mini-game like that game in Zelda Ocarina of Time where you put the little bomb mice into the targets but with flash-bangs and baby cribs?

The rest of the missions are no-knock raids on wrong addresses and video game swating pranks. Maybe drive a tank into a chicken coop with Steven Seagal?
