Kara Zor-El's origin in the comics has always been 'distant relative' and such, but Supergirl's origins got... quite inventive for a while, since the character was still popular by DC did in fact have a strict 'Superman is the last kryptonian' policy. So in the same way that Krypto had to be a dog of similar powers from another dimension (until they retconned that), Supergirl was at one point a shapeshifting angel that got fused to some poor sap.
