Look at boards like AutoAdmit: once blood is in the water, everyone goes into a feeding frenzy, and a few people will take it way too far. Gossip or salacious stories don't need a small dedicated group except for the fact that a small dedicated group of people is probably really good at gauging possible reactions and knowing how to lay chum.
