Witcher 2 had the best reactivity and plot, with the most interesting and fleshed out antagonist (letho) who you do not even have to fight at the end and instead have a drink of vodka with. That was incredibly cool. Witcher 1 had some of most extensive reactive quest I ever saw (Azar javed investigation) with many side quests that are tied to it and influence the investigation. You could end up accusing (mutliple) wrong persons. It was great. Witcher 3 had great moments sure but dropped the ball on a lot of points in the witcher 1 and 2.
