I'm no authority, but I don't think that Araki would ever skip showing how the effects of a stand would ruin the days of other people.

While I think that a lot of the Jojo parts could use a stronger overall narrative, since I really like parts 2 and 7, I also think that part 4 is the only one that works perfectly even without it.
