Businesses pay between $4,000 and $6,000 to join Project Green Light, a program that allows police to monitor businesses’ video surveillance feeds in real time. The cost covers installation of high-definition cameras and lighting. There also is a monthly fee of up to $150 for cloud-based video storage.

In exchange, participating companies are given Priority 1 status on police dispatches — but some business owners who don’t participate feel they’re being treated like secondary citizens.

“It’s not fair,” said Abdo Nagi, owner of a 76 gas station on Grand River on Detroit’s west side that is not part of the program. “We should all be equal. I pay high taxes already. Now I have to pay extra to get the police to come?

When told some business owners feel they’re being slighted because they already pay taxes and shouldn’t have to pay extra for prompt police response, Mayor Duggan said: “I’m not getting that.

“The level of enthusiasm is so high,” the mayor said. “Our resistance comes almost entirely from people who appear to have a relationship with the people up to no good in their parking lots.”

Mayor Mike Duggan's administration is moving forward with a plan to eventually mandate every retail business in Detroit with late-night hours have surveillance cameras tied into Project Green Light.

In an interview Wednesday with Crain's, Duggan said he will ask City Council later this year to mandate Project Green Light high-definition video systems for all retail businesses open after 10 p.m.

Duggan said the city will start with requiring the camera systems for bars, restaurants, gas stations and other businesses open between midnight and 4 a.m. during the "highest risk" time for crimes to occur. Then the city will move to businesses open after 10 p.m., he said.

The mandate could affect as many as 4,000 businesses open after 10 p.m., though the mayor said the video surveillance systems would be phased in because the Green Light Program already has a backlog of voluntary participants and a shortage of installers.

Duggan said making the project mandatory wouldn't start until businesses stop voluntarily signing up. Some eight systems have been installed every week and there is a six-month backlog of installations.

“There will come a point when the voluntary installations run out, and then I think the council will take up the ordinance, but that’s not anytime soon,” Duggan said. "I think the votes on council are there now, but there's no point of making it mandatory if we haven't finished the backlog."

Since January 2016, about 230 businesses in Detroit have voluntarily signed up with the city to have Comcast Business install video surveillance systems inside and outside of their businesses that are marked with an exterior green light that's meant to let would-be criminals know they're being recorded.

Businesses in the Green Light project get patrols from Detroit Police Department officers who stop in to sign a log book, documenting the visit. Startup costs for getting the surveillance cameras installed range as high as $6,000, with some monthly costs surpassing $200.

Our most recent exchange student was absolutely horrified that we converse with complete strangers everywhere we go. Initially he thought we knew everyone in our city until it dawned on him to ask if I actually knew the people I was talking to.
