Palestinians do not consider themselves Israeli or rightful subjects of the Israeli government, and they are oppressed based on ethnicity, including restricting their own ability to move and resettle. On the other hand, Puerto Ricans are only (legally) oppressed based on residence, and are no (again, legally) different from any other American citizen if they leave PR. Agitating for PR independence is considered a (admittedly fringe) legitimate political stance and people do run for office on the PIP (independence party) ticket, while Palestinians agitating for Palestinian autonomy are suppressed. Plus there's the part where the US isn't bulldozing Puerto Rican settlements and arresting or just shooting anyone who resists. The US federal government treats Puerto Rico poorly, but with negligence, not actively destructive malice.
