Congo free state was not a Belgian possesion but private property of king Leopold so you can't really blame Belgium for the worst of it. Only for the still quite terrible things that happened after they took over the Congo from the king.

On the other had, they did give us Jean-Claude Van Damme, so that more than makes up for any mistakes in Africa anyway.
