Yeah, it's just choux pastry balls stuck together and then they make it all fancy by covering it with strings of caramel so it crunches a little bit. Sometimes they have cream in them, sometimes they don't. However, it's super hard to make well, so you get to find some really amazing pictures of amateur attempts:
