Get rid of penalties to decide a match, just keep playing extra time until someone scores. Reduce the number of players on each team by one every ten minutes until it's 1 vs 1 if no goal is scored. Who do you sub off, a defender or an attacker? Keep on the talented guy with the dodgy hamstring or the shitter who can run and run and run? Excitement for all.

Give goalkeepers crazy padding like in hockey and let them wipe out attackers in the penalty area as long as they get sort of near the ball.
