That has been tried in third world leagues and it doesn't work, it encourages playing for the draw even more.

More like send defenders to "stop being retarded" classes for flailing their arms around in the box like total idiots.

I didn't even see the penalty but usually these "undeserved" penalties are because defenders have bad discipline about where their arms are.

This would be a win-win imo and could allow Chelsea to own 500 players but all of them get playing time and small teams benefit from dirty oil money.

That's true, I guess there should be restrictions on how many Big Team players can be in the squad and also maybe Big Team can finance the Small Team academy in exchange for first choice or a discount when buying prospects
