I figured out why the app store kept popping up. It was related to my displayfusion software being dumb but the latest patch fixed it. Anyone running 3rd party dual monitor stuff on windows 10 should consider checking for updates so annoying stuff doesnt happen.

Stop and then disable the "Security Center" service. Defender AV will continue to run. Firewall will continue to run. Windows Update will continue to run. Those are all separate services. All "Security Center" does is nag you.
