I'm putting money on the GPU having moved out. I had a similar problem and the solution was re-seating the GPU because as soon as it tried to do any sort of hardware acceleration it wouldn't display. That happened at pretty much the same point because the Win7 and later GUI is hardware accelerated. It would still disaply the BIOS and command prompt pre-windows just fine.

Glad you got it fixed. As mentioned, I had the exact same thing in various forms and I would have to poke and prod RAM and my GPU until it booted and recognised all RAM. Moving was a good way to trigger it but thermal cycles over the seasons also slowly caused it. At any rate, it's far better than messing about trying to resolve software problems and possibly wiping your install clean in an effort to fix it when it ultimately achieves nothing.

Should also kill the game, although I can't remember if the process is Skyrim.exe or TESV.exe or whatever. alternatively, ctrl-shift-esc to open task manager then type 'tes4' or whatever the executable is (I forget) and hit delete and then enter. That should kill it too.

MPC-HC is my player of choice but I've always got that through the CCCP which is essentially MPC-HC + LAV splitter for decoding + VSFilter for subs. Maybe I should just get MPC-HC if it's all baked in to that now?

UNC paths are a big culprit. I can't type \\server\share\ and hit enter, but I can type C:, hit enter, then type it in the explorer address path and have it instantly work. I just don't get it. This is the sort of poo poo you'd expect devs to throw their computers out the window over during the first day of dogfooding.

Honestly it’s probably Firefox. Consider rebuilding or just purging your Firefox profile if you can stomach it. Also run in safe mode and check extensions aren’t a problem.

Of course, just as bad software had to be redesigned not to write to program files, so too will software have to maintain its state better across reboots. History shows that such changes won’t come if MS keeps waiting, they have to apply the change, endure the bad PR, and finally have everyone align for the better. They’re between a rock and hard place. Users don’t actually think about anything past their immediate future, especially when security is involved. Many app developers also don’t care about security and preference lazy solutions over correct ones. MS, as a result, has to force users and app developers to do the right thing, even if it causes pain and results in bad PR for them.

Logging into my desktop then expands my desktop font by the ratio between the two. Successive logging in and out between devices means the 100% zoom one becomes literally 1 pixel high fonts and the 150% zoom one ends up having 4 rows in the start menu and the shutdown button falls off the bottom of the screen. How does microsoft get this so wrong. Why would DPI scaling features ever want to copy between devices on a domain account?

I was able to download language/location packs simply by changing those settings. It’ll tell you to wait as it downloads the pack, then you can force the change in said settings and remove the old one. I went from English (US) to English (Straya) so idk if that changes a trying.

I've only ever seen my seatbelt lock up when I've braked really hard all of a sudden. I've never, ever had it lock up except when I actually wanted to stop in a hurry for fun. It's never locked up when I didn't know I was stopping. I should be fine to just remove my seatbelts, right?

Honestly, it sounds like you need the help of someone who knows enough to help out to do so in person. You seem to know just enough to be dangerous and I'm worried you'll misinterpret something written here and wipe your old data. If you're not confident enough to unplug physical drives inside a case then I don't know that you're confident enough to be changing BIOS boot orders, etc.
