Why would the other powers even need to go into a shooting war anyways. Fed space is so vast that it's unlikely anyone could overtake all of it before the feds nut up and go into full war mode, which everyone from the romulans to the klingons acknowledged would be a bad thing. The cardassians were nothing comparatively but they still managed to bully, carve out and annex space. The romulan neutral zone always seemed understaffed. It would have served everyone better if they just continued to take over fed space through aggressive diplomacy. If the founders continued to expand the cardassian empire diplomatically they prob would have become the major quadrant power in a few decades. If your enemy publicly prefers to roll over why would you force them to fight? /sperg

Not so much bullied as they chose not to use their obvious superior power and clout in negotiations. They could have obviously told the Cardassians to gently caress off when they were trading those border worlds back and forth (because lol what are they gonna do? throw a bunch of galor class ships that a nebula class easily picked off?). If anything they're pushed around because they stick to their own dumb rules. The feds could probably steamroll over the sheliak and the darmokians but probably choose to treat them better in the off chance they apply for membership.

Janeway should have had that forced integration on pain of death conscription scene with Chakotay and the maquis in the first episode like she did with that nova class alien gas chamber ship Then we could spend the first season with growing animosity towards the two crews, with the season cliffhanger having the maquis with a successful coup but finding out both sins need each other or some nonsense.
