star trek ships even have a stun setting on their main phasers, and can target with centimeter precision from orbit no need to ever have more than a handfull of guys in key locations on a planet as long as you've got a few ships in orbit.

No holosuite time and probably pretty strict replicator restrictions. It's just boring. They were barely able to talk Tom Paris into leaving prison to pilot Voyager. 'Would you rather be in prison or fly a starship?' 'Meh, six of one, half a dozen of the other.' I really think a conjugal visit with a holodeck every now and then would be written into Federation Law.
