 I think the issue is that they want the border to be "secure." While this presumably isn't COMPLETELY absolute - if one guy manages to sneak across that's interesting not horrifying - I would assume the crazed hordes of the Base don't want a mere namby pamby "sixty percent reductions in new crossings" or "4% year over year reduction due to return to Mexico". They want to see the Other suffering and they want that security at least down to 99.5%. And if the ones already here - or, for that matter, perfectly legal immigrants who happen to still speak Spanish where they can hear, or look a little too "shifty" - don't vanish, that's obvious proof that the wall isn't big enough.

You cannot build a wall to keep out perceptions of ethnic compositions changing.
