While the requirements are generally the same everywhere, the number of people applying will greatly skew what's needed to be considered. In smaller towns, being physically fit and not a retard are sometimes enough. In larger cities where you might be competing with 5000 other applicants, some secondary education and community volunteering go a long way in getting yourself noticed.
