Nope, and we probably won't know until the devices are in reviewer's hands. Since they didn't announce that the multitasking features the iPad is getting with iOS 9 were coming to the phones I doubt that they upgraded it.

Important to note: the Split View feature of iOS 9, where you can use two full apps side by side on an iPad, will work on the Mini 4. This probably means it has 2gb of ram like the iPad Air does.
