Proposal: Move penalty kicks to before extra time. If extra time ends in draw, the winner of the penalty kicks win the game. If extra time ends otherwise (i.e. one team leads the other), ignore the result of the penalty kicks.

The idea is with the result of the penalties already known, teams will play out extra time with a bit of gumption. At least one team will have to chase the game.

Not the worst idea, IMO.

UEFA's trying a new rule in youth tournaments: switching up the penalty kick order. Instead of it going AB AB AB AB AB, they're making it go AB BA AB BA AB.

The problem they're trying to fix is that teams that go first win 60% of the time. They're trying to even that out.

no, it's because most of the time, the first taker in any given pair has less pressure and more incentive than the second taker.

first taker is usually in a position to put his team ahead and inflict stress on the other team's taker.

second taker is almost always just trying to catch up, so the incentive is less positive and the stress is more acute. after all, his alternative outcome is that his team falls behind.

the article does a better job communicating the research behind these things
