Yeah, the EU servers were run by a French company, I think they were owned by Orange at some level.

They were, let's say, utterly and completely incompetent, all the patches were always delayed, problems with billings, technical issues.

To this day, I consider it an mark against any MMO that contracts the EU servers out to another company.
