I would think it would be whatever the call on the field was, but apparently not. If they reversed the force call at second, Utley would have been safe. Him not touching the bag is kind of irrelevant, the replay official has the authority to place him at 2nd regardless.

No, that would be a result of a separate action by Collins to challenge Utley being out of the basepath. It'd be really stupid because he was in 3 ft of the basepath, so I can see why Collins didn't do that.
