In 1998 an independent investigation finds that Rudolph was responsible for the Olympic Park bombing, which calls TWA flight 800 into question, and an independent investigation there reveals that it was mechanical failure. Buchanan is impeached, but not convicted, leads to massive nationwide congressional recall elections and calls for a new continental congress, which convenes in 2000, and completely reorganizes the United States
