Since the 1.08 patch, I briefly noticed an increase of pirate lords spawning and killed 5 of them in the space of about 2 hours. Since then, not a single one has spawned no matter what I do. Stuck at 13 killed.

Seems like it. I played for about 45 minutes and broke 2 sieges, 1 crime wave, and 2 military missions and didn't see anything. Not to mention a few invasions this morning.
