Coincidentally, Germany also has something not too dissimilar from what the OP suggested. Essentially there are lay-judges, called Schöffen, that may be elected or appointed from among the civilian population who serve in an advisory position to the professional judge(s). As far as I know they're not hugely common though, and somewhat limited in the spectrum of cases they may work on.
