That looks like a video version of the main plot idea in Adolf - er ist wieder da! which came out in 1997 in Germany. It caused a lot of ruffled feathers of course (I was living over there at the time) but it's pretty funny if somewhat surreal. Reading that page I see they're making a film of the comic books, superb.
The bit with Goering as a trans ex-CIA agent crack whore is just fantastic
