This seems like a decent enough sideboard answer to Copycat Combo. Then again, Authority of the Consuls hasn't really held it back...

If the -1/-1 was part of the effect of the ability instead of part of the cost, it would work with Melira. I think Vizier works because you can still pay the cost, but then that cost gets altered. Doesn't that seem weird? It hasn't changed zones or anything, so it's still the same game object, so any effects on it continue to apply. The effect says "target creature" and the card is no longer a creature, but targeting restrictions only matter at the moment when the spell or effect resolves. It's just like how if you cast Oath of Ajani while your land is animated, when it stops being a creature, it keeps the +1/+1 counter.
