Pretty much this. Portland (Tri-Met) works in this way and while they've done fairly well at allowing for mid-way transfers, there are still neighborhoods or areas I have to go all the way downtown to transfer back out to

We paid 166 million dollars for leasing of 15 miles of track, and the daily ridership is less than 2000 people.

Basically, it was lovely and doesn't really help commuters at all, given where the trainline goes, and the limited service (daytime commuters only, weekdays)

Two 1950's Budd RDC units as backup cars, because they couldn't find a supplier. Pretty cool. I haven't went and tried to ride one of these yet, as it's a bit out of the way.

Portland will actually be buying articulated buses for a new high-capacity BRT line along Division - one of the worst routes (longest, delayed, heavily used). I suspect that will also mean the entire route will get those bioswale things. Not sure what that will mean for some of the road stretches that are already clogged up or that were already put on a road diet. It's still in the planning stage

This transit project is GREAT for the east Multnomah County residents, makes taking that route as a parallel to the MAX a reality.

Doesn't fix any of the larger issues we as a metropolis have:
the Interstate Bridge capacity and ability to get to Hillsboro/Beaverton, etc from the north
The massive freeway bottlenecks as a result of Portland's freeway revolts and the design of current roads
Continuous growth to the south and west with no new high-capacity roads and poor bus/train coverage aka suburban hell
