I'm trying to discuss what level and what form of culpability the officer should face and what steps if any can be taken to reduce the likelihood of future occurrences, which is a far more nuanced question. As with a lot of these cases it involved a man being arrested for a really low level crime that shouldn't be an arrestable offense. The simplest way to reduce incidents that happen while people are being arrested is to arrest fewer people.
