He's acting in exactly the way he always said he would. The e-mail consultation, posting of the results, then move to a free vote with that as a backing to his argument for non-intervention is exactly in line with what he always would do, and what he was elected to do by the people who voted for him. It's a very gentle, but strong move. It threatens the decsenters with the potential repercussions for voting against the will of the party.
