Queen snubs Tony Abbott

After losing the prime ministership, Tony Abbott sought an audience with the Queen during his trip to London last month, but the request was declined.

Mr Abbott, Australia's most famous monarchist and a former executive director of Australians for Constitutional Monarchy, was told that the Queen's schedule would not permit a meeting although she was in London at the time.

Mr Abbott's unsuccessful bid is revealed in part 5 of Fairfax Media's Shirtfronted series on the life of the Abbott government.

It also reveals that, on his last day in power, three of Mr Abbott's cabinet ministers discussed going to see him together to tell him his time was up.

Residents of Dandenong, in Melbourne's south-eastern suburbs, are being warned Victoria Police will search members of the public at random today for illegal weapons.

Normally, police need to have reasonable grounds to believe someone has a weapon before they stop and search them.

But under today's special operation, focussing around Dandenong's train station, police can stop anyone for a random search.

Victoria Police Inspector Graham Higginbotham said a number of weapons had already been seized in the area this year by protective service officers, who patrol around train stations.

"The community needs to be aware that their human rights may be impacted upon," Inspector Higginbotham said.

"[Today] we have the power to intercept people, stop them, at random," he told 774 ABC Melbourne.

"We're not targeting anyone in particular - it must be random - and [we'll] actually require them to submit to either scanner searches, in other words walking through like you do at the airport, or the hand-held scanners.

"In certain circumstances we can request and require people to undergo pat down and other types of searches if we have reasonable grounds in that area to believe they are in possession of illegal weapons."

Inspector Higginbotham said by law police were required to give the public advanced notification of the use of their special powers.

"[That is] so that the community is aware that we are going to be utilising additional search powers that aren't usually available to us in normal operational circumstances," he said.

He said police would have a "large visible police presence there" to provide a "safety reassurance message to the community" that they are doing everything they can to capture people who are breaking the law.

Senior Queensland Liberals have cast doubt on Ian Macfarlane's switch to the National party room, citing the need for endorsement from the party executive.

Mr Macfarlane, a former Abbott minister, is set to swap from the Liberal to the National partyrooms following his demotion from the frontbench in September.

The move has been welcomed by some senior Nationals, but he is yet to gain endorsement from the party's state executive.

Teen arrested in counter-terrorism raids in Sydney was under surveillance for more than a year

A 15-year-old boy arrested in counter-terrorism raids in Sydney on Thursday had been under surveillance for more than a year and had been convicted on firearms charges, a court has heard.

The boy, who cannot be named for legal reasons, was among a group of five people who were on Thursday charged with conspiracy to conduct an act in preparation for a terrorist act.

He applied for bail at Parramatta Children's Court through his barrister Charles Waterstreet.

Police prosecutor Senior Sergeant Bruce Wells argued against the boy's release and said he posed a risk to the safety of the community.

Sergeant Wells said the boy used coded text messages to communicate with his co-accused about becoming a martyr.

In one message from October 2014, the boy said: "I'm going to get to paradise through banana, God is great, no God but Allah."

The court heard the word "banana" was a coded reference for a gun.

Sergeant Wells also tendered a bundle of photographs of the boy to the court which showed him dressed in black and holding a shotgun.

Among the photos police recovered were pictures of an Islamic State fighter and a picture of an Islamic State beheading.

The boy had been the subject of three separate counter-terrorism raids over the past two years; Thursday's raid was the third he had been the target of, the court heard.

He was home alone in the first raid in 2013 where police seized his PlayStation, phone, laptop and documents.

In the second raid the boy was arrested and subsequently charged with possessing an unauthorised firearm and was given an 18-month good behaviour bond.

Psychologist says boy suffered ongoing trauma

The boy's clinical and forensic psychologist, Hannan Dover, told the court he had suffered ongoing trauma, anxiety, depression and paranoia as a result of the raids.

Ms Dover told the court the boy fears for his safety after his home was raided by the Australian Federal Police while he was home alone.

"That incident was a total shock and horror," she said.

Ms Dover said the boy now has trouble eating, has frequent nightmares and sleeps in a sleeping bag on the floor of his parents bedroom.

She also told the court that the boy was paranoid and had the feeling he was constantly being watched.

"He doesn't have a lot of trust in people," she said.

"One of his closest friends was approached by ASIO and offered gym memberships to talk about [the boy]."

The boy's father offered up $400,000 in cash and property to secure his son's release on bail.

He told the court he would be willing for the boy to remain in home detention and would surrender his phone and report daily to police.

"Of course," he said.

"He's loved dearly by us and we'll stand by him."

Magistrate Elizabeth Ryan has reserved her decision until Friday.

Police analyse handwriting in seized documents

The teenager was arrested at Georges Hall, in Sydney's south-west, during one of several raids in Sydney yesterday.

There were also raids at properties in Bankstown, Wiley Park and Merrylands.

The ABC understands handwritten documents were taken from a unit on Memorial Avenue at Merrylands during one of the raids.

Police are analysing the handwriting in the seized documents to see if it matches the handwriting in documents they obtained previously, which allegedly contain plans for a terrorist attack.

Police believe a resident of the property may have written the plans in those documents.

Child sex abuse inquiry: Cardinal George Pell unable to give evidence at royal commission due to illness

Cardinal George Pell is unable to make his anticipated appearance at the Royal Commission into Institutional Responses to Child Sexual Abuse next week due to ill health, his lawyer has said.

Cardinal Pell's counsel, Allan Myers QC, told the hearing on Friday that Cardinal Pell, who is base in Rome, had "serious health conditions".

Mr Myers QC applied for his client to give his testimony via videolink instead.

But royal commission chair Justice Peter McClellan said it was preferable for Pell, who is Australia's most senior Catholic, to appear in person and that he would be called again in February.

There are racist hicks everywhere but to be honest I wonder if the North-East (QLD/NSW) didn't exist or was a separate country if half of Australia's bad post-1996 policies would have happened. The pacific solution, stop the boats, Pauline Hanson, Clive Palmer, Howard refusing to apologise for the stolen generations, Labor Right, etc can all pretty much be blamed on the North-Eastern mentality.
