If you have a companion in Fallout 4 (Nick Valentine was mine for the above quote) they scold and give sarcastic criticism whenever you pick up junk (which you need to upgrade EVERYTHING in the game). Bethesda thought this was a good idea despite it happening over and over again to the point where you want to dismiss them just to shut them up. The mod community, if they haven't already, are likely working on a mod to shut them up.
