Blinken said to tell Israel to change strategy for southern Gaza, suggest it won’t have months to win war

quote:

According to leaked remarks from today’s war cabinet meeting, attended by US Secretary of State Antony Blinken, Blinken told Israel it cannot operate in southern Gaza in the way it has done in the north — a presumed reference to the heavy air bombardment and crushing ground operation — and indicated that Israel has weeks, not months, to complete its declared mission of destroying Hamas.
...
Blinken: You can’t operate in southern Gaza in the way you did in the north. There are two million Palestinians there. You need to evacuate fewer people from their homes, be more accurate in the attacks, not hit UN facilities, and ensure that there are enough protected areas [for civilians]. And if not? Then not to attack where there is a civilian population. What is your system of operation?

IDF Chief Herzi Halevi: We follow a number of principles — proportionality, distinction, and the laws of war. There were instances where we attacked on the basis of those principles, and instances where we decided not to attack, because we waited for a better opportunity.

Defense Minister Yoav Gallant: The entire Israeli society is united behind the goal of dismantling Hamas, even if it takes months.

Blinken: I don’t think you have the credit for that.
...
Blinken: You don’t want the Palestinian Authority on the day after. We understand that. The best way to kill an idea is to bring a better idea. The other states in the region need to know what you are planning.

Prime Minister Benjamin Netanyahu: As long as I’m sitting in this chair, the Palestinian Authority, which supports, educates and finances terror, will not rule Gaza on the day after Hamas.

Humans Rights Watch says that Israeli is intentionally starving civilians in Gaza, which should not be a surprise to people paying attention

Starvation Used as Weapon of War in Gaza

quote:

Since Hamas-led fighters attacked Israel on October 7, 2023, high-ranking Israeli officials, including Defense Minister Yoav Gallant, National Security Minister Itamar Ben-Gvir, and Energy Minister Israel Katz have made public statements expressing their aim to deprive civilians in Gaza of food, water and fuel – statements reflecting a policy being carried out by Israeli forces. Other Israeli officials have publicly stated that humanitarian aid to Gaza would be conditioned either on the release of hostages unlawfully held by Hamas or Hamas’ destruction.

“For over two months, Israel has been depriving Gaza's population of food and water, a policy spurred on or endorsed by high-ranking Israeli officials and reflecting an intent to starve civilians as a method of warfare,” said Omar Shakir, Israel and Palestine director at Human Rights Watch. “World leaders should be speaking out against this abhorrent war crime, which has devastating effects on Gaza’s population.”

...

On November 17, the WFP warned of the “immediate possibility” of starvation, highlighting that supplies of food and water were practically non-existent. On December 3, it reported a “high risk of famine,” indicating that Gaza’s food system was on the brink of collapse. And on December 6, it declared that 48 percent of households in northern Gaza and 38 percent of displaced people in southern Gaza had experienced “severe levels of hunger.”

IDF murdered a bunch of civilians in front of their families, then attacked a bunch of the surviving family members, including children

https://twitter.com/OHCHR_Palestine/status/1737543509719011784

On 19 December 2023, between 2000 and 2300 hours, IDF reportedly surrounded and raided Al Awda building, also known as the “Annan building”, in Al Remal neighborhood, Gaza City, where three related families were sheltering in addition to Annan family. According to witness accounts circulated by media sources and Euro-Med Human Rights Monitor, while in control of the building and the civilians sheltering there, the IDF allegedly separated the men from the women and children, and then shot and killed at least 11 of the men, mostly aged in their late 20’s and early 30’s, in front of their family members. The IDF then allegedly ordered the women and children into a room, and either shot at them or threw a grenade into the room, reportedly seriously injuring some of them, including an infant and a child. OHCHR has confirmed the killings at Al Awdabuilding, although the details and circumstances of the killings are still under verification. IDF has not released any information on the incident.

The actual text of the ICJ ruling is available here, via the Washington Post

quote:

78. The Court considers that, with regard to the situation described above, Israel must, in accordance with its obligations under the Genocide Convention, in relation to Palestinians in Gaza, take all measures within its power to prevent the commission of all acts within the scope of Article II of this Convention, in particular: (a) killing members of the group; (b) causing serious bodily or mental harm to members of the group; (c) deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; and (d) imposing measures intended to prevent births within the group. The Court recalls that these acts fall within the scope of Article II of the Convention when they are committed with the intent to destroy in whole or in part a group as such (see paragraph 44 above). The Court further considers that Israel must ensure with immediate effect that its military forces do not commit any of the above-described acts.

79. The Court is also of the view that Israel must take all measures within its power to prevent and punish the direct and public incitement to commit genocide in relation to members of the Palestinian group in the Gaza Strip.

80. The Court further considers that Israel must take immediate and effective measures to enable the provision of urgently needed basic services and humanitarian assistance to address the adverse conditions of life faced by Palestinians in the Gaza Strip.

81. Israel must also take effective measures to prevent the destruction and ensure the preservation of evidence related to allegations of acts within the scope of Article II and Article III of the Genocide Convention against members of the Palestinian group in the Gaza Strip.

82. Regarding the provisional measure requested by South Africa that Israel must submit a report to the Court on all measures taken to give effect to its Order, the Court recalls that it has the power, reflected in Article 78 of the Rules of Court, to request the parties to provide information on any matter connected with the implementation of any provisional measures it has indicated. In view of the specific provisional measures it has decided to indicate, the Court considers that Israel must submit a report to the Court on all measures taken to give effect to this Order within one month, as from the date of this Order. The report so provided shall then be communicated to South Africa, which shall be given the opportunity to submit to the Court its comments thereon

Reports are that the IDF is performing mass executions of prisoners

International community must act immediately to stop Israeli army’s massacre of Palestinians at Al-Shifa Hospital

quote:

A survivor who asked to be identified only as “M.K.” confirmed that Israeli soldiers repeatedly took prisoners into the hospital’s morgue area, that gunshots were then heard, and that the soldiers left without the prisoners. “The soldiers detained me and handcuffed me in the hospital courtyard; I was left undressed for more than nine hours,” M.K. stated.

“About four times during that period, I saw soldiers lead groups of detainees—[always] at least three people and [never] more than 10—into the hospital buildings, particularly the morgue building where bodies had previously been kept,” added M.K. “Gunshots were heard, with the soldiers then leaving the area to bring another group there.”

Another witness, who preferred to remain completely anonymous due to safety concerns, and who was able to leave Al-Shifa Medical Complex recently, confirmed to the Euro-Med Monitor team that he witnessed Israeli forces taking eight or 10 Palestinian civilians at a time towards the morgue area. He then heard heavy gunfire, and the Israeli forces later left without the civilians.

Can't possibly do anything to stop giving Israel money and weapons, of course, so despite Israel transparently not complying with the requirements it gets rubber stamped

quote:

"These assurances are prospective, but of course our view of them is informed by our ongoing assessments of Israel's conduct in the war in Gaza," Miller continued.

"We've had ongoing assessments of Israel's compliance with international humanitarian law. We have not found them to be in violation, either when it comes to the conduct of the war or the provision of humanitarian assistance. We view those assurances through that ongoing work we have done," he added.

The memo marks a number of firsts — including the mandated credible and written assurances from countries prior to weapons transfers, as well as assurances that they won't deny or restrict aid efforts in conflict areas where U.S.-purchased weapons are being used, to guarantee they will not violate human rights with weapons purchased from the U.S.

In a result that surprises no one, Israel is still blocking sufficient aid from entering Gaza

quote:

One of Netanyahu’s promises to Biden, to open the Ashdod port north of Gaza as a portal to seaborne humanitarian aid, has not yet been acted on, according to Israel’s Coordinator of Government Activities in the Territories (Cogat), a defence ministry unit.

An update on humanitarian aid provided by Cogat showed no customs clearance through Ashdod in the week from 4-10 April. Israel’s N12 channel reported that neither the Israel Defense Forces (IDF), nor the Ashdod port authorities had so far received instructions about opening the facility to shipments bound for Gaza.

Israeli officials had also promised for weeks that a crossing point would be opened into northern Gaza, where starvation is most severe. The new site is by the Mediterranean, near Gaza’s As-Siafa village and kibbutz Zikim, in Israel.

On Thursday the first trucks were allowed through, the Israeli military said. But the UN had not yet been allowed to use it, Touma said.

...

Even if new crossings open and aid delivery speeds up, Israel appears to be targeting a flow of 500 trucks a day, the amount needed to supply Gaza before the war, when the strip had a functioning economy and agriculture sector.

Responding to a question at a press conference, IDF Spokesman Rear Adm. "The IDF has armaments for the missions it is planning, and also for the missions in Rafah. We have what we need," he says.

The IDF's operation in Rafah has been limited to just the eastern outskirts of the city, and not the entire city where more than one million Palestinians are sheltering.

"The US has so far provided security assistance to the State of Israel and the IDF in an unprecedented manner during the war," Hagari says.

Highlighting the coordination between the militaries, he says IDF Chief of Staff Lt. Gen. Herzi Halevi speaks with US CENTCOM chief Gen. Michael Erik Kurilla every day.

"Even when there are disagreements between us, we resolve them behind closed doors," Hagari says.

"Israel has security interests, but we are also aware of the interests of the US, and that's how we will continue to act," he adds.

The Biden administration has concluded it is “reasonable to assess” that Israel’s military campaign in Gaza has violated international law, but has not found specific instances that would justify the withholding of military aid, the State Department told Congress on Friday.

In the administration’s most detailed assessment of Israel’s conduct in Gaza, the State Department said in a written report to Congress that Israel “has the knowledge, experience and tools to implement best practices for mitigating civilian harm in its military operations.”

But it added that “the results on the ground, including high levels of civilian casualties, raise substantial questions” as to whether the Israel Defense Forces are using them sufficiently.

The report also noted that “Israel has not shared complete information to verify” whether U.S. weapons have been used in specific incidents alleged to have involved human rights law violations.

Nevertheless, the report, mandated by President Biden, deems that assurances Israel provided in March that it would use U.S. arms consistent with international law are “credible and reliable” and thus allow the continued flow of U.S. military aid.

"It's reasonable to say that Israel has broken international law but we can't give specific instances because Israel is hiding all the information about their violations and they pinky swear they won't do it so we have no choice but to give them all the money and bombs they could ever want"
