At the risk of sounding like a dummy, was the entire conflict in episode 7 created by Gendo so that it would appear to the world that NERV saved the day and proved its detractors wrong?

To clarify, I don't think the parody was meant to be malicious, I just found it amusing that a "better" alternate universe would just be your run-of-the-mill High School Anime  .
