Although you have correctly identified the problem with the majority of gun control regulation: they target weapons that are rarely used for gun violence (but they look oh so scary!) and the other problem is that gun control fails because the US has so many cheap handguns already in circulation.

To be fair, any new law stirs up the conservative gun voters. Hell, even the prospect of new laws sends them into a tizzy. We could... but we won't. It's much better for politicians to just squabble endlessly than to accomplish anything.
