The US Constitution, Article II, Section 3 states, "He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient". Obama is doing this, for the last time, Tuesday night at 9pm. Where can I watch this? Turn on a TV. Go to any news or network channel. Senate President Pro Tempore Orrin Hatch (R-UT). Secretary of the Department of Homeland Security Jeh Johnson is also not attending the speech.

Actually, Jeh Johnson is not the designated survivor, though he is not attending the speech tonight. Senate President Pro Tempore Orrin Hatch (R-UT) is the designated survivor. Should Orrin somehow also simultaneously die along with everyone in the Capitol, Johnson would be President.
