Detroit could become a refugee-to-American processing camp, home to a million and possibly more refugees from the Middle East and elsewhere. Hasn't that historically been Guam in the past? It makes more sense to keep a large group of refugees you need to run background checks and acclimate to the culture somewhere geographically limited where they can't just wander off.
