It's kind of weird that Brown Moses reported Caro to the FBI because he felt threatened by Caro but couldn't be bothered reporting him for a welfare check by local adult protective services when he had a shitload of evidence that Caro was actively psychotic. It wasn't "hey FBI, you might want to stop this guy leaving the country for his own good" but "this guy threatened me and I'm scared he might act on it".

IIRC a bunch of goons tried to figure out if they could call some kind of agency or whatever but nothing came of it probably because his family didn't want to admit he was nuts and most places won't take "there's this guy we know on the internet who's plotting to murder his neighbor because he thinks he's a CIA agent" very seriously.
