Addiction, and to be more precise the vicious cycle of abuse, has definite roots in societal failure, namely in that once a person is stuck in that cycle they are largely shunned by society. There is, however, a serious benzo/z-drug addiction problem in the UK. Not enough to be an epidemic on the scale of the US Opis, but it's there.
