I don't know much about the chemistry, but I read that since one of the precursor drugs, codeine is controlled, it is not profitable to cook in the US. In Russia codeine is over the counter, which is why it is a huge problem there.

The Governor of Maine vetoed a bill that would make naloxone more available yesterday because...quote:"Creating a situation where an addict has a heroin needle in one hand and a shot of naloxone in the other produces a sense of normalcy and security around heroin use that serves only to perpetuate the cycle of addiction," Making something less lethal lets it cause more harm?
