I finally built a gaming PC but for some reason League is locked at 60 FPS. I can drop everything down to minimum garbage quality and it still sits at 60 FPS. Am I being punished for being on Windows 10? I checked my graphics card profiles and it's not trying to lock the FPS or anything, and the setting has it unlimited in the client too.

Apparently sticking the attack speed passive buff onto the W and changing the damage minimum on it a bit has made Kogs winrate go up, although it has hardly been enough time that it would necessarily be meaningful.

Riot reworked Kog to the point that he can't be balanced. Good work Riot. But at least now we no longer have old Kog, whose kit was too generic, which is definitely the reason he got reworked. Sure.
