The FCC regulates America's commercial satellites. Last year, a Silicon Valley satellite communications company asked them for permission to test a batch of very small experimental satellites. The company was told no, the small satellite's were too hard to track. But they could go ahead with launching bigger ones that were easier to track.

They paid an Indian company to launch the small ones anyways. The FCC is not happy and could strip the company of their license to work in outer space.
