I've had the opposite issue of the above poster. Fedex is terrible and Brown is mediocre, but USPS is generally fine. Though that's probably a regional issue.

edit: I do have the benefit of living in a small house rather than an apartment though.

Honestly not bothering to check the language of the tech support is just a symptom of the much larger lack of care. The vast majority of call center jobs aren't provided any means of troubleshooting whatsoever. No matter how skilled they might be they lack the tools or information to actually help you in any way besides reading off a script. They don't need to because the company has a monopoly, and so they customer service and quality of delivered service does not matter. The support line's only purpose is to waste your time until you give up on solving the problem.

So really it isn't worth giving a single solitary poo poo about their English skills

They should keep the call centers that are already in India/America where they are; just give their employees actual troubleshooting tools and real training. Nothing is gonna be fixed by marginally better English. Also it's lovely to fire everyone and move a business regardless of the country it's based in.

I mean encountered from the side of working in call centers or working with them to provide higher level tech support, not calling them. This has all been for computer or networking stuff. If they had you working on multiple different venues it would be harder to justify paying you below minimum wage and giving "monthly performance based bonuses" that always worked out to less than 10/hr even though they marked you down as making 30k a year on insurance paperwork.
