As Talking Points Memo points out, the media org that published this is essentially controlled by the Iranian Government, but it would be pretty unlikely for them to fabricate a quote from a high-ranking member of the government. So, that's sure a thing.

Given Republican stances toward Iran, undermining Republican presidential campaigns is drat good reason to fabricate that quote.
