That particulate debris is what would have blocked sunlight and caused the nuclear winter, but with most nuclear weapons sitting in underground silos or underwater submarines many miles away from urban centers, it's very unlikely we'd see a nuclear winter arising. EMP, if it occurs, will only be an issue in areas immediately surrounding the nuclear warheads. The "omg the bad guys will cripple Amerikkka with an EMP!!!  " scenario only applies to nuclear weapons detonated at very high altitude or low orbit above the earth.
