EMP, if it occurs, will only be an issue in areas immediately surrounding the nuclear warheads. The "omg the bad guys will cripple Amerikkka with an EMP!!! :supaburn:" scenario only applies to nuclear weapons detonated at very high altitude or low orbit above the earth.
