Yeah it's a top down view of the Hue City map from Rising Storm 2: Vietnam. The map is supposedly pretty accurate when compared to the source pictures they used but I imagine they made some changes to the overall layout of things for gameplay purposes. It's probably an ok visualization if you're just looking for personal curiosity but I wouldn't use it for anything academic obviously!

AFAIK it just changes your avatar to the forums cancer avatar and dims your posts until you/whoever mouses over them. You used to get it from posting frequently in the Retarded Forum for Assholes (BYOB and the FYAD-lite forums) or for being a really lovely poster elsewhere in the forums. You could pay for forums chemo to remove the cancer from your account but that wouldn't prevent you from getting it again if you kept posting in RFA or being a shitter. RFA was removed in like 2011 or something so you can't get it automatically anymore and there were so many people around that time with forums cancer that it became an annoyance itself so the mods started removing it from a lot of people and issuing it to awful posters only very rarely. I don't think you can even buy forums chemo anymore unless the store page is hidden somewhere. So if you see anyone who still has it today they're either an old LF poster that's somehow survived and kept posting or they're an insanely lovely poster that for some reason hasn't been banned for it, probably pissed Lowtax off.

I'm confused, is it just a second AT mine under the first one? That's not going to pose any more danger for someone digging it up than one would since they need like hundreds of pounds of pressure to go off. If it was an antipersonnel mine wouldn't have it gone off more or less immediately unless it was a dud? Double stacking would just make the mine ~twice as powerful when a vehicle rolled over it right? I don't really see what they're running from in the video though.
