Uh, no? She was originally transsexual (new-half) in Japanese. In the original Final Fight they replaced her and her recolour Roxy with punk dudes. They never appeared in Western releases of the original game. When she started to become an actual character in the Final Fight series the west relaxed a bit and translated her as a "woman" and not as a transsexual.
