Hmm, well... I think Bob Tail is the voice's way of referring to Alex, in reference to her hairstyle maybe? It seems like it's using those three phrases (Bob Tail, Shave Tail, Sleepy Time Gal) to refer to people at least. Maybe it's asking the kids to leave the island? Buuut then there's the first part about everything being fine. Hard to say at this point.
